Job Purpose:

 

Effectively and efficiently coordinate and manage the operations and staff at the Cheddi Jagan International Airport (CJIA), in keeping with the Laws, Policies, Regulations, Departmental instructions and SOPs to guard against the smuggling of contraband and ensure the accountability in the collection and protection of revenues.

 

Job Responsibilities:

 

  • Determining on an annual basis the “major job objectives” for each staff member of the Work Programme, identifying and discussing with subordinates, the “Key Results Area” to be used as determinants for their performance results.
  • Monitoring staff performance; providing feedback through the staff appraisal system; identifying and recommending training needs based on skill gap(s) identified.
  • Conducting monthly/quarterly supervisory and developmental sessions for staff under their supervision to improve productivity of the Department/Division.
  • Managing the Human Resources and Operational functions with respect to performance management, and employee development to ensure objectives are achieved.
  • Directing the Officer-in-Charge to deploy staff members to the various areas for arrival and departure of flights and ensure activities regarding the legitimate movements of passengers, baggage, cargo, mails and agencies officials are in compliance with Guyana’s Tax, Trade and Borders Laws and Regulations.
  • Ensuring that all cargo identified for clearance at another identified port / transit shed are properly documented using the applicable software and secured before departing the airport.
  • Conducting visits to the various Cargo Bonds to coordinate the efficient management of pre-imports / export examination operations and effective cooperation with other functional groups regarding the correct administering of Customs Legislative processes.
  • Enforcing and monitoring established Customs Laws, Regulations, Policies, Procedures and Rules to ensure that only legitimate cargoes are processed.
  • Examining/verifying the details of the consignment declared on the Electronic Single Administrative Document (eSAD), C73 and C73A, invoice, Automated System for Customs Data (ASYCUDA), way bill, airway bills/ delivery orders or other official documents against the imported goods to ensure that they are in conformity with the entered goods.
  • Overseeing that the relevant duties and taxes are remitted before authorising the release of cargo and that the daily revenue collected is balanced, secured and deposited.
  • Monitoring the incoming and outgoing Desk Officers, ensuring that all incoming and outgoing aircraft files are completed and closed in a timely manner and in accordance with the Customs legislations, policies, procedures and weekly projections.
  • Ensuring the processing of arriving travelers, clearance and releasing of goods are done within a timely manner.
  • Providing coaching, mentoring, counselling and on-the-job training to all members of Staff.
  • Reinforcing and strengthening intelligence and risk management system at the CJIA Customs Operations.
  • Preparing and submitting status reports and ensure that all administrative registers are properly maintained on a weekly and monthly basis.
  • Liaising with Internal Departments/Divisions and representing GRA with external stakeholders.

 

 

Job Specification:

 

  • Degree in Public/Business Management, or any other equivalent qualification with a minimum of five (5) years’ relevant experience or any other equivalent qualifications and 5 years’ relevant experience.
  • Some knowledge of the mission, mandate, goals, objectives, key priorities, strategic plan and initiatives of the Guyana Revenue Authority.
  • Some knowledge of the Customs Act and Regulations, Customs Tariff, Value Added Tax (VAT) and Excise Laws.
  • Knowledge of Generally Accepted Accounting Practices (GAAP).
  • Knowledge of Airport Operations.
  • Management System and PC application.
  • Some knowledge of Rules of Origin, Valuation and Classification.
  • Effective oral and written communication skills.
  • Strong managerial, analytical, persuasive, judgmental, and negotiating skills.
  • Some knowledge ASYCUDA, Total Revenue Integrated Processing System (TRIPS)/OPTIMAL Revenue Ability to plan, coordinate, delegate, prioritise, and meet timelines.
  • Ability to motivate staff, work as a team player and effectively solve conflicts.
  • Integrity, assertiveness, professionalism, accountability and respect.
