Invitation For Bid: Supply & Delivery of Computers

Invitation for Bids (IFB)

Co-operative Republic of Guyana

  1. Guyana Revenue Authority hereinafter referred to as “the Procuring Entity”, invites eligible bidders to submit their bids for the outlined Lots – as per pricing schedule.

    • Lot I – Desktop Computers
    • Lot II – Laptops
    • Lot III – Monitors
  2. Bidding will be conducted through the National Competitive Bidding (NCB) procedures, specified in the Procurement Act 2003, and is open to all bidders, subject to provisions of Section IV (Eligible Countries) of this document.
  3. The bidding documents may be obtained by any interested bidder upon payment of a non-refundable fee in the amount of Three Thousand Dollars ($3,000.00) at the Procurement Office, Guyana Revenue Authority Head Office 227 – 8222 Ext 4506.
  4. Qualifications requirements include:                                                                                                                                                           a. Valid GRA Compliance
    b. Valid NIS Compliance
    c. Bid security in the amount specified in the BDS
    d. Valid Business Registration or Company Certificate with list of Directors.
    e. Copy of TIN Certificate – where applicable
    f. Valid Manufacturer’s Authorization
    g. Valid Bid Documents – All prices MUST be VAT inclusive & submitted on the Forms that are part of this document.
  5. Original Bid Security of One Million Dollars ($1,000,000.00) is required in the form as stipulated at ITB 15.1 in the original form.
  6. The Bidder will be required to:
    • Submit one (1) Hardcopy and an electronic copy (flash drive only) with an exact PDF version of the hard copy tender (Applicable).
    • Ensure the envelopes of the hardcopy and electronic copy are identically labeled (Applicable).
    • The Electronic copy (flash drive) should be placed in a smaller envelope and properly affixed to the hard copy submission (Applicable).
  7. All Bidders should submit their bid together with the bid security of 2% of total bid, if it exceeds G$3M, not later than 09:00 hours on Tuesday, December 29, 2020 at the address:
    • National Procurement and Tender Administration Board,
      Ministry of Finance,
      Main & Urquhart Sts,
      Georgetown,
      Guyana
      a. Labeling – Supply & Delivery of
      Lot I– Desktop Computers
      Lot II– Laptops
      Lot III- Monitors
      b. Bids that are incorrectly labeled will not be opened.
  8. Bids shall be valid during 120 days after the date of bid opening.

  9. Late bids will be rejected. Bids shall be opened by the Tender Board in the presence of Bidders’ representatives who wish to attend at 09:00 hours on Tuesday, December 29, 2020 at the address: National Procurement and Tender Administration Board, Ministry of Finance, Main & Urquhart Sts, Georgetown, Guyana.
