The Guyana Revenue Authority continues to sensitise taxpayers, the general-public and other stakeholders on matters pertaining to the various legislations it administers, in order to promote voluntary compliance. In this regard, the following information provides general guidance for obtaining a Dealer’s General Licence.
DEFINITION
Section 21 (1) & (3) of the Motor Vehicle and Road Traffic Act, Chapter 51:02 makes provision for the Guyana Revenue Authority, to issue to a dealer in motor vehicle, a Dealer’s General Licence. The licence will allow the approved dealer to use not more than four trade plates.
A Trade plate allows people working in the motor trade, that are in temporary possession of a vehicle (or vehicles), to drive and move them without having to tax and register them first.
APPLICATION FOR DEALERS’ GENERAL LICENCE
In order to acquire a Dealer’s General Licence, the applicant is required to submit the following documents to the GRA:
- Completed Application Form – Dealers General Licence
- National Identification Card or Passport for Owner (s).
- Business Registration or Company’s Act
- Written Request to the Commissioner General.
- Police Clearance.
- Proof of Source of funding.
- Title, transport or Agreement of Tenancy.
Renewal Dealers General Licence
The following documents must be submitted to the GRA:
- Completed Application Form – Dealers General Licence
- National Identification Card or Passport for Owner (s).
- Business Registration or Company’s Act
- Written Request to the Commissioner General.
OBLIGATION OF A DEALER
The applicant must pay quarterly advance tax and comply with the requirement to file tax returns in accordance with Section 60 of the Income Tax Act, Chapter 81:01 and pay all taxes due on those returns.
Holders of Dealers’ General Licence are obligated to be registered with the Financial Intelligence Unit (FIU) and required to visit FIU’s website https://fiu.gov.gy/ or alternatively the office located at Lot 49 Main and Urquhart Streets, Georgetown (Ministry of Finance) compound to complete your registration. This is in keeping with the provisions of the AML/CFT Act of 2009 and its Amendments.
LICENCE FEES
The annual fee for a Dealer’s General Licence is One Hundred and Fifty Thousand Dollars ($150,000). Once issued, the license is valid for one (1) year, commencing January 1st and ending December 31st. The cost of each trade Plate is Fifteen Thousand Dollars ($15,000). The trade plates are issued by the Licence Revenue Division.
