Job Responsibilities

  • Determining on an annual basis the “major job objectives” for each staff member of the Work Programme, identifying and discussing with subordinates the “Key Results Areas” to be used as determinants for their performance results.
  • Overseeing, coordinating, and evaluating the activities of the Section to ensure functional processes, principles, and operational methods are administered, adhered to, and maintained in accordance with Acts/Legislation, Policy, and Procedures.
  • Modeling the core values of integrity, mutual respect, professionalism, accountability et al provides training and development activities to facilitate the inculcation of the right behaviours in all work managed within the section/unit.
  • Reviewing and monitoring referred cases and special assignments to determine the priority of the matter and to ensure matters are completed effectively and efficiently.
  • Ensuring the correct use of application of the Tax Laws, Legislation, Policies, Programmes, and Standards Operating Procedures to achieve the Departmental objectives to minimise defects and maximize legal results.
  • Making appropriate recommendations to the management of the Legal Services Department concerning work assignments, training needs, and general supervision of the staff.
  • Discussing contentious Legal issues with taxpayers to ensure that problems encountered are resolved expeditiously, and keep taxpayers well informed about challenges they are having.
  • Examining Tax returns and payments submitted by taxpayers through the software to update the taxpayers’ files.
  • Ensuring evidence is collected and maintained by securing it in the filing room/cabinet and/or, if necessary, in the vault, for the preparation and presentation of court cases.
  • Preparing status reports to submit to the Functional Heads on the performance of the department and to notify other divisions and departments about the productivity of the department.
  • Liaising with internal units/divisions to gather information relevant and necessary for cases in the Guyana Revenue Authority’s interest to ensure the status of all matters is current.
  • Any other related duties assigned.

Job Requirements

  • Bachelor’s Degree in Law, or any other equivalent qualification, or a minimum of three (3) years’ relevant experience in the legal field.
  • Comprehensive knowledge of the mission, mandate, goals, objectives, strategic plan, key priorities, and initiatives of the Guyana Revenue Authority.
  • Comprehensive Knowledge of the Acts, Laws, Legislation, Regulations, and tax treaties administered by the Revenue Authority.
  • Comprehensive knowledge of the Income Tax Act, VAT Act, Customs Act/Legislation, and Regulations administered by the Guyana Revenue Authority.
  • Comprehensive Knowledge of the Revenue Authority’s legal policy issues.
  • Ability to interpret and apply Legislation, Rulings, and Policies.
  • Strong analytical, persuasive, and negotiating skills.
  • Excellent oral and written communication skills.
  • Ability to plan, coordinate, delegate, prioritize, and meet timelines.
  • Ability to motivate staff, work as a team player, and effectively solve conflicts.
  • Integrity, Assertiveness, Accountability, Professionalism, and the ability to be team-oriented.
